Importantly, with its development based in Dubai and St Petersburg, Telegram is not an American company. For prosecutors, both inside and outside the US, that has become a problem.
If authorities want to collect metadata such as a user’s IP address from social media, text messages or email, companies registered in the US and many other countries are required by law to comply with that request. That includes companies like Meta, X, Google, Apple and Microsoft.
The French charges allege that Telegram, in contrast, was not cooperating with similar requests sent to Dubai. If that reflects Durov’s view of things, it turns out to be a misunderstanding.
