The National Oceanographic and Atmospheric Administration (NOAA) should be disbanded and many of its functions removed, outsourced, privatized, or placed under state and local control.

And on page 674:

NATIONAL OCEANIC AND ATMOSPHERIC MANAGEMENT
Separate NOAA. The only major agency of the Department of Commerce outside of census years is the National Oceanic and Atmospheric Administration, which oversees the National Weather Service, the National Marine Fisheries Service, and other divisions. NOAA collects $6.5 billion of the department’s $12 billion annual operating budget and accounts for more than half of the department’s workforce in non-decennial census years (2021 census).

NOAA has six main offices:

  • National Weather Service (NWS);
  • National Ocean Service (NOS);
  • The Oceanic and Atmospheric Research (OAR);
  • National Environmental Satellite, Data and Information Service (NESDIS);
  • National Marine Fisheries Service (NMFS); again
  • Office of Naval and Air Operations and NOAA Corps.

Together, this creates a massive undertaking that has become one of the leading causes of climate change alarmism and, as such, a threat to the future prosperity of the US. The industry’s objective emphasis on forecasting and management seems designed with the dangerous arrogance of disorganized planning. That is not to say that NOAA is useless, but its current organization undermines its useful functions. It should be broken and taken down.
NOAA today prides itself on being a provider of environmental information services, a provider of environmental stewardship services, and a leader in applied scientific research. Each of these functions can be provided commercially, at a relatively low cost and high quality.
Focus in NWS on Marketing Performance. Every day, Americans rely on weather forecasts and warnings provided by local radio stations and colleges produced not by the NWS, but by private companies like AccuWeather. The study found that forecasts and warnings provided by private companies are more reliable than those provided by the NWS.2
The NWS provides data that private companies use and should focus on its data collection services. Because private companies rely on this data, NWS must fully sell its forecasting functions.
NOAA currently does not use commercial partnerships like other agencies do. Commercialization of climate technology should be prioritized to ensure that taxpayer dollars are invested in cost-effective technologies for high-quality research and climate data. Investing in different sizes of commercial partners will increase competition while ensuring that the government solutions offered by each contract are customized to the needs of NOAA’s climate programs. NWS should be a candidate to become a Performance Based Organization to better emphasize the organization’s focus on core activities such as the effective delivery of accurate, timely, and unbiased data to the public and private sector.3

Review the Work of the National Hurricane Center and the National Environmental Satellite Service. The National Hurricane Center and National Environmental Satellite Service data centers provide important public safety and business activities and educational activities, and are used by forecasting agencies and scientists around the world. Data continuity is an important issue in climate science. The data collected by the department must be presented in a neutral manner, without corrections intended to support any side in the climate debate.

Download Office of Oceanic and Atmospheric Research. OAR provides the theoretical science, as opposed to the applied science of the National Hurricane Center. OAR, however, is the source of NOAA’s climate alarmism. The coldness of its climate change research must be broken. OAR is a large network of research laboratories, an underwater research center, and several research centers affiliated with universities. These activities should be reviewed with the aim of integrating and reducing constipation.

Separate the Office of Naval and Air Operations and Reassign Its Assets to Other Agencies During This Process. The Office of Naval and Aircraft Operations, which provides ships and aircraft for use by NOAA agencies, should be disbanded and its assets reallocated to the General Services Administration or other agencies.

Ensure Nominees Align with Management Objectives. Science agencies like NOAA are at risk of being thwarted by the Administration’s objectives if political appointees do not fully agree with the Administration’s policy. Special attention should be paid to appointments in this area.
