…it is noteworthy that if you look at the major deregulation measures in the last four years, most of them happened under Jimmy Carter (Natural Gas Policy Act of 1978, Airline Deregulation Act of 1978, Motor Carrier Act of 1980, Depository Institutions Deregulation and Monetary Control. Act of 1980) or Bill Clinton (Interstate Banking and Branching Efficiency Act of 1994, Telecommunications Act of 1996, Graham-Leach-Bliley Act of 1999) instead of Reagan. What Reagan did was to cut taxes, staff agencies with pro-business nominees, and build the power of a conservative legislature. Similarly, George W. Bush cut taxes, hired agencies with business people, and built the power of a conservative legislative body. Donald Trump, who in some ways represented an ideological break with the Reagan-Bush political culture, also cut taxes, hired agencies with people hired by businesses, and built the power of a conservative legislative body.
That’s what Republican presidents do. Deregulation efforts often occur when market-oriented ideologues convince some prominent Democrats that they are right about something, and bipartisan deals are made. Note also that there’s something funny about the degree to which Carter has officially legalized brewing rather than, say, the natural gas phenomenon, which legitimately revolutionized the national and global economy.
