VDL REPRESENTS FOREIGN DISTRIBUTION FACILITIES: Commission President Ursula von der Leyen said the EU should consider legislation on “return zones” in third countries to speed up the removal of undocumented migrants, in a letter to capitals ahead of a gabfest of EU leaders later this week.

Alignment of dismissal policies: The EU is not doing well in removing illegal immigrants, von der Leyen said in a letter, released to the media on Monday evening. Only about one in five non-EU citizens ordered to leave did so. Tackling this requires “a new legal framework to increase our capacity to act,” said von der Leyen, adding that revisiting the EU’s failed 2018 attempt to unify deportation policies will be an immediate priority for the next migration commissioner.

The best: The proposal for third-country deportation centers, in line with Italy’s controversial new move to move migrants to Albania, would mark a sharp new shift in the EU’s approach to migrants. Last week, as Playbook reported, Home Affairs Commissioner Ylva Johansson downplayed the possibility of deportations to the camps, adding that no one had officially suggested this. Now, in writing, von der Leyen points to the Italian initiative in Albania as an opportunity to “learn from this practice.”

The independent media were all over the “US to provide [ineffective because no way enough missiles] THAAD air defense issue yesterday. This lead story is a bit broad. The THAAD system will require ~100 US troops to operate it. How long will it take to get to Israel? The arrival and deployment of THAAD is a decisive step. Israel will not attack Iran until it is contained. Remember that the point is not just any limited protection it provides, but the US military as a triwire.
