I published this piece before realizing that Maria Zarakhova had issued a denial that there were discussions about human infrastructure. Mercouris read that as appropriate. As far as I can tell from a quick search, the power system, including the nuclear plants, is actually privately owned and would qualify as citizens. This statement is almost identical to Zarakhova surprisingly trying to deny that previous attacks hit “public” assets. Aurelien also noted in the comments:
I think a lot of the confusion comes from the loose use of words, just like that. I don’t think there has ever been a chance for a partial “arms treaty to be signed”. In particular, there would be no formal agreement. What may have happened are exploratory talks that lead to unwritten understandings about how war will be fought in the future. This happens surprisingly often in conflicts and does not mean direct contact between the parties. Natural messages that say “if you don’t do X we won’t do Y” can be conveyed to intermediaries, as in this case in Qatar. But I would imagine that the Russians’ immunity from force attacks would be only one part of any “deal,” perhaps in return for something the Russians wanted that we never heard about. In any case, such an “agreement” would be conditional, and the Russians could resume the attack at any time. So I don’t think we should see this as a sign of Russian weakness.
