This did not happen. There was a small problem that was not properly covered in relation to the Global Financial Crisis. Banks sold portfolios of credit card receivables. This should have been through transfers even though the banks continue to provide cards. When auto is put in trouble, consumers say, “You need to eat the food that’s gone or we’re not going to buy this stuff again.” There was no way the banks would have the balance sheet strength, much less the problem, to keep the new credit card receivables.
However, if Trump finds a way to implement a different version of this idea (a higher rate on new credit card loans), it could force the industry to return to something similar to its model from the 1980s: strict about extending credit, and setting annual fees (all they’ve had since then , the goal was to make sure they made money on the consumer side for customers who paid their balances in full every month).
